Submitting a Proposal (sometimes called a Memorial) to Synod
Any member, board, or agency of the Church may initiate proposals for Synod. Most proposals are submitted prior to Synod; some may be distributed upon arrival at Synod. Still others may be drafted by committees during Synod. Minority reports are permitted but discouraged.
Proposals should be submitted in the following format:

The body of the proposal should contain one or more Whereases that give the reasoning and rationale for a proposal and one or more Resolveds that call for action.
